I think that he was because ratings went down after Spoby broke up because he was on the A-team but the interviews with producers hinted that he did still love her.

They have been through so much...Hanna has had an awful long time w/ no problems w/ Haleb (Don't get me wrong...I love them too) but Spencer and Toby have had to face the worst that A could possibly throw out! I mean, Both Spencer and Toby almost died more than once at the hands of A, and were forced to break up(twice!) because of Mona...Seriously...they need a period of long happiness.
