Yes it does Amtrak Cascades is sponsored by the states of Washington and Oregon. Lots of business and personal travel happens between Washington State and British Columbia ever day. Amtrak also runs to Montreal from New York City and in partnership with VIA Rail to Toronto from New York City.

how early did you arrive at station?
We were there about 1 hour before the train was due to depart.
Were the ESTAs all you needed? Seeing conflicting info online. I have an ESTA from a precious trip but some sites saying I still need to pay for an I-94?
We only needed ESTAs. Never heard of an I-94. This was 2017, so whether something has changed or not I'm not sure.
