What you're saying sounds good if that's how things work, but it doesn't. In LA, gang members will extort anyone they can. As an example, it happens when films or commercials are shot on location in LA Hoods. Producers have to pay extortion fees , if they don't want problems. Often times these producers are Black, working with Black Cast and Crews! You're sometimes double taxed, depending on the hood and the clout of the person you must pay.

So you think with an area that has damn near is going to sit back, and let people that are not from the area, make all this money or gain attention off of the land, and not give to the people that live there on a day to day? That’s why they do that shit if anything. And that’s my argument. It’s not ok what they do, and some gang members are scandalous, but people use gangs or the gang territories to make money and not give shit back to help out. When film companies roll into a neighborhood, the entire neighborhood profits, from local merchants where catering and craft services are purchased, to home owners that are paid location fees, etc. Extortion fees are paid to gangs because that's their hustle, that money doesn't get distributed.
