Been saying it since Yongle came out. He’s one of if not the best tall Civ. But even he’s better wide. There’s simply no reason not settle if you have half way decent land.
Last playthrough with Yongle, I basically build myself 2 cities, the capital and the religious settlement that I unevitably got with the early lijias, but them I got feed the world and focus on amenities, basically by renaissance both cities were around 15~20 pop, and I start to blob all the cities around me with loyalty pressure (didn't even got voidsingers) and finish the game with 12 cities, cultural victory, pretty cool.

There's an argument for Yongle being a wide, rather than tall civ...his bonus only applies with cities at 10 pop; not 11; not 12; not 13.....Yongle has an inherent need to divide population as cities reach 10, propagating further settlement.

There is no civ that us better tall than wide (even Maya). There are just civs who are better at playing tall than others
