Graphite fiber? A few years ago fiber in lieu of concrete was the ticket, but I don't see it used much today as rebar seems to be preferred. Will be interesting to watch and see how this develops over the next few years.

Summers are so hot in Arizona install it first on a popular driven stretch of street for a year see the results before jumping in with tax payers money and making the contractors beyond wealthy.

This isn’t a new idea. People have been making structures out of cob for thousands of years. Cob uses clay, sand, and straw as the fiber to hold it all together.

If it works don't fix it. Don't change it

"works" is a bit of an overstatement. Steel rebar is the main reason why modern construction corrodes and falls apart after a few decades. Even if you had to trade off some strength for more longevity, that can be worth it.
