The scene with the goverment comitee in the tiny room is like a condenced version of that gag at the beginning of _Shin Godzilla_ of the politicians moving from boardroom to boardroom as the crisis changes. And the twist of somebody on the president's entourage being the mastermind behind it all was rare in the 70s but has been played straight in a lot of recent movies _(Iron-man 3, Geostorm, Big Game_ etc.)

Just to put it into perspective, Halloween had 3 times the budget and not near as many effects, models, cast members, or accidental helicopter crashes. Even Monty Python and the Holy Grail had around a $400,000 budget. 1978, 100,000 was a LOW. 3:21 I can see what caused the crash. The helicopter was tilting back too much when landing and that broke off the tail rotor, which made it spin uncontrollably. I'm guessing either the pilot didn't have experience with these kind of tiny choppers (which was all the filmmakers could afford on their small budget) to know not to do that or it was just a pure accident.
