I found using Cloyster on my own was useful too. though I recommend using something like Kangascon and Pidgeot since Kanga is bulky and can-do decent damage at time, and the Pidgeot acts as a sabrina once gotten up in the background, in addition to doing 70 damage two energy moves. Also, I found that misty could work well with cloyster, though that is a gamble.
If the plan is not to put any energy on Cloister, couldn't you just run Melmetal? 130hp, -20 to enemy attack and weak to fire. Sorry if this has been mentioned already. Pikachu is a more difficult match-up than any fire deck imo.
I kinda wanna try a ditto deck: You can run 3 energy, with water, electric, and psychic so you can copy powerful Pokémon’s abilities Run colorless energy users from different types, I’d suggest meinshao to take care of dark types and chip electric types, and either run a swan for fire types, or heliolisk for maximum damage potential for minimal cost

i just use articuno ex as tank if im going water pokemon with dragonite. you dont really need sabrina on a dragonite deck so you can bring 2x misty for articuno ex.

Cloyster is a bit tanker than Chansey with shell armor but I definitely think you might be cooking with the Snorlax/Kangaskhan. Might have to try it out 🤔

Misty is the best option to get Energy without having to pick between your setup and your staller. All your turn energy can go into your setup and xSpeed + Misty will get Cloyster off the field very quickly. Whereas those colorless 'Mons will require at least 3 turns of energy or just dying, which is not always an option. Shell Armor makes Cloyster the best staller. Also adding more then 2 types of basic Pokemon essentially ruins your PokeBall support cards because instead of either just getting Dratini or Shellder equally you now have 2 to 1 odds of pulling one of your 2x Snorlax + 2x Kanga or whichever 4 basic 'Mons you choose over your 2 Shellder and 2 Cloyster. You want the 1:1 odds of getting a staller or setup not 2:1.
I think you want Misty if you're pairing Cloyster with Dragonite, There are a lot of other Cards that can tank, Weezing being a notable example since the ability dosen't require energy and having HP to take a Circle Circuit. It'd play similar to the Frosmoth variant, Idea being you don't have to take away turns from Dragonite to power up your water type.

Since you're never suppose to put energy on Cloyster. Wouldn't Melmetal be a better partner for this stall strategy? They are both stage 1 pokemon with a 3 energy retreat cost and both pokemon give the opponent 1 point for knocking it out. But Melmetal has more HP Than Cloyster, and his ability makes him take 20 less damage rather than just 10. Or is there some secret reason you picked Cloyster over Melmetal other than you like Cloyster more?

Not using Cloyster - EVER - is a horrible strategy. You're just allowing your opponent to continue to setup once you're ready w Dragonite on your bench bc you won't be able to retreat, add a Misty to your deck over the 2nd potion and maybe a 2nd Misty instead of 2 Sabrinas - that'll give you energy to retreat or attack based on what you need. You can give all your turn energy to Dratini still, Misty just adds much more to this deck and helps along with the xSpeed.
I think maybe it's cause misty works on cloyster so even if he doesn't put energy into cloyster, he can still attack with it if he gets like 2 or 3 misty heads
LOL that was just the worst decks you found and could win XD Literally any meta team destroys that cloyster, pikachu and starmie turn 2, Charizard with 200 atk, and a Mewtwo deck that isnt just pidgey and mewtwo, seriously, with gardevoir you would die so fast XD

This deck is Goated! Tried it and wiped 3 mons including a mewtwo in 2 attacks

i think because dragonite needs water energy, so using melmetal can be counter-productive for the whole deck.
