Food surplus just means that we will never have a famine as long as anyone is fine with eating anything. American farm products cost more than those of most countries because our wages and land value are so high, so wheat imports from poorer countries like Ukraine keeps the prices of wheat products lower than if it was made with American wheat alone. Without Ukrainian wheat, other countries who rely on their wheat (such as Libya) will buy from other countries instead, driving the price up. This also applies to the United States, as cheap foreign wheat gets more expensive.
We are by no means going to starve or see bread at $25/loaf, but other countries might, and our food prices will increase somewhat. (Sorry for the long-winded answer)

@@real2reel947 Farmers being paid not to farm or subsidized to farm ethanol corn is just welfare that protects them from bankruptcy. Because of agricultural innovation we can farm not only enough food to solve starvation, but also enough to make us all obese.
If farmers just farmed freely, they'd overflow the commodities market and crash the prices, that leads to dwindling profits to even losses on each season's crops for them. Best case of innovation breaking capitalism, basically the whole curing disease is less profitable than treating it.
None of this would be going on under Trump.
