How often would you said you sprayed this on your tree? One of mine have the same problem on the leaves but has flowers now. I still sprayed it. I literally watched a bee about to land but quickly flies away.
After the rain comes through I usually try to do it again. I've found that the neem oil really works. I've sprayed on the pear and a few days the fuzzy stuff went away.

Last year mine got hit pretty bad. I cleaned up the leaves. This year not as bad, but the trees got shocked and no flowers. Trees are doing well. Hopefully next year will be better.
Wow.. 7 years with no fruits. That's a little long. They should start to flower by 3 - 4th year in the ground and have a few fruits. I'd feed the tree with a barrel of compost every 3 months. If not cow manure from home depot would do the same. I know my tree would flower here early some year, and the frost kill the flowers and that year I have no fruits but at least it gives flowers.
Did you trim it drasticly ? If so you could have put tree into what they call juvenile state. Im just researching orchards. Stefan out of Quebec Canada is a very good teacher, on utube. If you google, Stefan why my fruit trees dont bear fruit; or bloom. You may get an answer. Best wishes !

When the winter ends, you should spray your pear tree with THE DORMANT SPRAY OIL

What is it on the fruit? I have the same thing on some of my fruit but not all.

Next year you have to do dormant spray bc it will come back.
