Hey! The place we can see at 12:20 is as you mentioned called Chain gate and it is not the Linganmakki dam. It is a tiny check dam that is situated between the Linganmakki dam and the Jog Falls. Also, the water in Jog falls is almost always scant because water is held and stored at the Linganmakki dam for power generation purposes at a small station adjacent to the dam and another massive station by the name of Sharavathi Generation Station. The water you saw at the Chain gate as well as Jog Falls is the water that was utilised for power generation at Linganmakki.
