It most definitely runs 30fps because it is running via backwards compatibility, meaning it is running the One S version of the game, whereas the Series X, which also runs 30fps, runs the One X version of the game. GTA 5 is getting a next gen update this year which will add 60fps alongside brand new features. The video may run 60fps, but the console does not run the game at 60fps.
