It is just the percent closeness of electrons in an orbital towards the nucleus.. As we know that the S orbital is nearer to the nucleus compare to P orbital, hence we take percent S and percent P character of the hybridized orbitals through comparison with pure S orbital (closer to the nucleus) and pure P orbital ( relatively farther from the nucleus).
