Where to find this in-game: You have to be on the Wandering Isle leveling a pandaren. When you get the last spirit quest about the wind spirit, you are getting transported left from the temple. You'll be running down a bridge and on that bridge you'll see a pandaren near some stairs leading down to a room. Get down to that room and there you find this pandaren holding a lesson about Liu Lang and he sings this song.

The interesting thing about this song is that the language being sung by Lorewalker Cho's voice actor Jim Cummings, is completely fake. They made it up for game for certain parts and then expanded it for this song. Amazing and beautiful!

I think it's asian jibberish. A combination of many styles from asia forming a language that doesn't excist, except for WoW: pandarian. But I guess you'd alraedy figured that out :)
