not able to deploy this plugin when running Kong in DB mode ON. Anything else need to be done?

It should work on both db-backed or dbless deployments.
I just did a quick test with postgres db and it was working fine. I am not sure how you deployed kong, maybe you can try using the command in this blog to start Kong first? tech.aufomm.com/introduction-of-different-kong-deployment-methods-with-docker/
