Volk said he wants to move up and fight at the end of the year and Charles said he wants to fight at the end of the year so it makes alot of sense if Volk gets past Holloway plus there would be noone for Volk to fight at FW for a bit of time if he can get past max. Cody Garbrandt didn't fight a single top 5 opponent before his title shot against Dominick Cruz, with his only ranked opponents being #11 Almeida and #7 Mizugaki.
Also, before TJ Dillashaw's first title shot, he had beaten #7 Mike Easton after losing to #5 Raphael Assuncao. Yes he was Bellator champ, but before coming to the UFC, Michael Chandler only needed to beat #6 Dan Hooker before a title fight. Wilson Reis lost to #5 Jussier Formiga before wins over #9 dustin ortiz and two unranked guys before facing DJ for the belt.
Dominick Reyes beat a #7 OSP, a #6 Oezdemir, and Chris Weidman who was only #8 in a completely different weight class, on his way to a title shot against Jon Jones.
Even though it was for the interim and not the undisputed belt, Izzy got his shot with a win over #15 Anderson Silva and #6 Derek Brunson. And although he was only a very short-notice replacement, technically you can count Raging Al as well.
GSP got his first title shot at the vacant belt after 2 fights. There's probably a few more but my point is that there's been a few fighters that have received a title fight despite not having beaten a top 5 fighter, Islam wouldn't be the first and in the exceptional circumstances that the LW division finds itself in, you'd be hard pressed to find a reason not to give him a shot.

It would also be in the interest of islam to beat a dustin, justin, dariush, chandler etc. He is like khamzat, slightly untested at true opponents. He would learn so much.

He's not trying to duck Islam, he's trying to make millions of dollars while he has the chance and can always fight Islam after he makes the money. But sure, Charles is just a coward and has absolutely nothing to do with money in a sport where guys are severely underpaid. I tell people Islam didn't duck RDA recently, Islam didn't step up because the UFC weren't willing to offer him the money to make it worth it. I've always wondered why people gave Makhachev shit for his loss to Adriano Martins, Islam was young and Martins actually had more wins by ko than Islam had wins total. Martins had also beaten Rustam Khabilov, Daron Cruickshank, Jorge Gurgel, Luis Santos and Luicano Azevedo by the time they had fought while Islam hadn't beaten anyone notable because he had just started finding his groove

Honestly, I mean I'm only 34 years old but I remember getting VHS Tapes 📼 and renting UFC in the 90's when its was called " The Ultimate Fighter " not " Ultimate Fighting Championship " and let me tell you you something when I was a 12 year old kid watching those fights .. there was no bigger rush. Those guys were the ultimate bad guys. Mark Coleman, Don Frye, Dan Severn, Gracie, etc.. THAT WAS the time to be a fan !!! Trust me.
