His last 2 videos blew up and collectively got around 100k views which is not sufficient for 4000 hours of watchtime, plus it takes a few weeks for RUclips to approve your monetization application and looks like he just reached 1000 subs from his recent video which was uploaded just 1 day before this one so there is no way he got approved for ads yet. So, the main commentor is absolutely correct.
