      It does distinguish.
      In English we say I apologise/apologize for the 1st one and I am sorry for the later.

      @@vibhutimishra9a287 not exactly; those can still be used interchangeably and do not particularly indicate one’s level of responsibility for what they are referencing. For example, I’ve worked customer service and said "I apologize that your technician has not come for their scheduled service," despite not being the technician or in any way related to them. And I have also said "The company is sorry" or "The company apologizes" and in that case taking the responsibility since the company was at fault, but still saying "sorry" or "apologize" are interchangeable and do not indicate whether someone is or is not taking responsibility or not
