You have to go to ur settings and press messages then it should send you a message depending if ur eligible or not, you press agree and wait a couple days usually around two days (I’m not sure if this works for everyone and it may take a couple days for you to get the message)
I think that the earlier years of ugc were the best, there was no creating bundles, limited items, free stuff, etc. But it still allowed people to make their own stuff for others to use.
