Good day, could you please advise where it is better to set up the Remote Desktop Licensing server? There are only two servers available: the domain controller (dc01) and the server for user RDP sessions. Thank you.

I wouldn't recommend putting it on either of those servers. Ideally, it should be its own server.
It should work fine on either, but it's not following best practices.
