I'm not sure what the reason behind that is, but I do know that you never want to clean, touch, or directly spray the filter in the hood. You're right about it potentially getting plashed with compounded products in the process,but I think it's set to due it's own job as a filter and wouldn't need any human interference to clean it. I'm not sure though what the exact reason is. I know it is changed every several months or more depending on how often the hood is used.
I think you’re right. Wiping the metal part of the hood ( isn’t it metal grating covering the filter) should be done before every shift at least. I don’t know if that’s a bio safety cabinet though it might be different
