I mean I always just assumed that Poppy was a physical dwarf and the only clothes that fit her were made for small children so she leaned into the aesthetic because of tinkerton being her signature Pokemon she could be 26 and no one would freaking know the difference between she dresses in what fits her. And maybe she even likes the baby aesthetic at this point *shrug* I mean Lolita fashion is a thing. And I could totally see someone in a very fashionable place like Spain would find out about Lolita fashion and then make her own version of it out of what was available to her. At least in my experience people with physical dwarfism break one of two ways they either want to be treated as a fully functional ordinary human or they lean into it and use people's lowered expectations of them to be much more clever than other people expect. To me at least poppy seems like the second Trope, big time
