Few dry bags are 100% watertight, so if fully submerged eventually most dry bags leak a little. Also any moisture in the air inside the dry bag can condense on the inside. I'd also advice against using a dry bag as a flotation device and make sure that you always have your PFD on when you're on the water regardless. If you somehow find yourself in a situation where your PFD is gone and you're in the water with a drybag; sure. But I suggest putting your energy into making sure you're not without PFD rather than making sure you have a dry bag for when you PFD isn't there.
if the humidity is above 5%, that humidity is IN the drybag and the sun heating the air inside will force that humidity INto the phone. Toss a few silica-gel packets into the bag to prevent his.
