Quite an interesting look at cable's arrival in my market. I was just a one-year-old baby when this was going on. Amazed to see blackouts being a thing long before Syndex laws took place. Plus, early C-SPAN, probably the oldest C-SPAN material online. What a find!
Actually, the first Syndex law was in effect during the time of the clip, 1979. Syndex, in 1980 was abolished, in order to spur the growth of the cable industry and to provide shows to TV markets that have many programming options. However, in 1988 ended up being signed back into law as part of the Satellite Home Viewer Act , taking effect on January 1, 1990. People were very upset at the time that Syndex got reinstated as it took away some popular programming that distant stations/ superstations had provided (time shifting, alternate episodes) to people had relied on in the 1980s. However, knowing the state on TV (less entertaining shows, one-sided news, infomercials) these days and multiple ways to get certain shows (on demand, streaming channels, Roku, DVRs) Syndication Exclusivity laws don't really have the effect that they once had.
I remember parents didn't get cable here in chesterfield county near Richmond till 1982 or 1983 ! At that time Comcast/ xfinity here was storer cable and we had ch 27 from norfolk om the cable here till like late summer 1987 !! Always thought that it was cool how they brought that in as clear as the richmond stations that we got!!
MTV was 1981. I didn't have Cox in my neighborhood, but my friend in Shadowlawn did. I would go to his house and we would watch MTV all night long to sunrise 😄

Wow! This was before MTV, VH1, ESPN, and BET was even invented!
BET was created in 1978; that news story aired in 1979. Cable was already being shown in DC where BET's headquartered.
