As a Houstonian with no car, it SUUUUCKED!!! I had no family to go stay over with. I had no battery, I walked and slid around the ice for 7 miles to a Fiesta where they told me that CASH ONLY and the CHASE ATMs near were off, I walked another mile to a TARGET, charged my phone a bit to call my mom in Mexico and tell her I was okay, got some tuna pouches and crackers cause most apartments here have electric stoves, it was like 8 degrees outside. I managed to charge enough and called an UBER, the stores were pretty dark, there was target members with lights at every other aisle. I was without power or water just with candlelight from Monday at 7:30 am till Thursday at 9pm and we were on boil water notice until the following Tuesday. I needed to call back home and reach out to my job and so I exchanged drinking water with a neighbor to charge my phone in their car. Since I'm mexican I buy bottled water in bulk to drink plus we've had 3 scares with water issues in Texas since last year with brain eating bacteria and water sources being mixed with sewers, shit I need to move out xD

I don't know what store stays open during a power outage. One, the cash registers don't open. Two, without security cameras, you're going to have lots of shoplifting and "slip-in fall" lawsuits. I think it's SOP when the power goes out, the employees and management tell people to leave the building so they can lock up. Whatever profit they could make running their business under flashlights and cash won't mean a thing when somebody sues for millions for an "injury".
