Yes, and no. The dialogue in the original SNES version was completely changed from his original Japanese script, where he was wondering why everyone was 3D while he was still 2D. (Obviously, since the game was still *technically* 2D, just with pre-rendered sprites, it didn't translate all that well.) This is basically the original script coming full circle, thanks to the game being in actual 3D.

It’s a shame that Culex doesn’t have tasty looking wings to cook into fried chicken wings and devour like the glorified KFC meal that is Safer Sephiroth. Would’ve loved to eat some special KFC. Instead, he looks like rock candy.
Just so you know, the crystal shard doesn’t do anything. It’s just proof you defeated the ultimate superboss. Anyways here’s some advice for fighting 3D Culex: right at the start, he’ll use a fixed damaging meteor that sends your party’s HP down to 1. If you have Geno in your active party and you equip a feather onto him, or if you equip the attack scarf and super suit onto Mario, you can heal up before the 3D wind crystal uses petal blast. In easy mode, Culex has 8999HP while it’s 9999 in normal mode. Over time, Culex will be counting down to his ultimate attack. Once it hits 0, he’ll use 1 of 2 attacks. If there are still crystals on the field, he’ll use meteor again, only non fixed damage this time. If there are no crystals left, he’ll use final claw, which deals 9999 damage to one of your party members if not blocked. If you take out a crystal before Culex, it will boost a certain stat on the remaining enemies before dying. If you defeat Culex before taking out the crystals, they’ll drop their HP to 0 to revive him, meaning they’ll die afterwards. You’ll have to choose the best course of action here, defeating Culex once with all his stats boosted, or beating him twice with 0-3 stat boosts before death 1.
One thing to point out: so long as a character is at full health, the meteor attack will *never* kill them and instead leave them with exactly 1 HP. Anything below that, and your defense likely isn't high enough to survive it, so you'll die. The key then is to just have at least one party member at full health just before the attack (ideally all three). This is where the Healing Rainbow triple move (Mario+Peach+Mallow) can be really useful as it can also heal those dead in reserve.
Kinda, he was made for this game but he's from a different universe probably a Final fantasy one. Mario rpg was developed by square enix so they added a boss that used the same style of sprites and music from the 2D Final fantasy games.
Games are usually finished like a month or two before launch dates, but that’s the amount of time they need to make a jillion copies. Otherwise, we’d all have to wait like one hour at a time to buy our copy.

what's more shocking is that this is the second fight the first time you fight him is his original sprite form but when you get the extra shiny stone and rematch him he gets a 3d model.

I always made sure to destroy the crystals first just because their attacks were annoying, on top of Culex's attacks lol. When I first fought the 3D culex I honestly didn't know that would happen if you left the crystals intact. I just always got in the habit of going for the crystals first. My characters were all like level 26+ when I beat him but it took me 49 turns lol.

No. Seeing the game auto saves as you travel between rooms, it’s no longer possible. Yep, they nerfed that part. You also can’t do the star party switch either, where you could get party members to learn other party members’ moves instead of their own.
