How does PCIE Gne5 double the data rate to 32Gbps compare to PCIE Gen4 (16Gbps)...When both PCIE Gen4 and PCIE Gen5 use the same 128B/130B encoding scheme and same number of lanes (x16)

Each lane is 2x speed between PCI-e generations. The encoding scheme is unconnected to the data rate.
