Aizawa wasn't just hating on him, from his perspective this kid has had his quirk for like a decade and breaks his body any time he uses it, which would be a liability in hero work. No one else really knows that he JUST got his quirk
HOWEVER... and you cannot deny this... he NEVER apologized for saying "You cannot be a hero with that impractical quirk". All Might apologized the same day he suggested he be more reasonable, and even his "you can't" was worded a lot more gently. Aizawa is NOT a good teacher, even All Might is a better teacher later on. He also falsified Izuku's results on that test, because there is no way he was beaten by Invisible Girl (who can't even do one chin up) and Mineta (who only did well on the side hops), especially after he got so cut, and was strong enough to carry All Might on his back while running WITHOUT his quirk.

From his perspective, Midoriya has had super strength since he was born and never bothered to train to use it.
you also have to remember everyone already manifested their quirk for over a decade, from aizawa perspective its just midoriya never trained his quirk to not hurt him and expect at least more control over it

Keep in mind when he said three hours he meant he can do hero work for 3 hours. So actively using his abilities is limited to 3 hours of consistent use. Staying in muscle form alone is fine for a a longer amount of time but it still takes a little effort
