Thank you E Micro Tech...I was having issue with hotmail and outlook 2016. The settings that worked for me were a little different. I used all the same settings for IMAP but changed the smtp server to 993 ..I don't have an option for straight up TLS just SSL/TLS.

That's not really a fix to the issue. That's just switching to POP/SMTP.

This happened to me. Try to create another user account in your computer. Then login to that account. Within there try setting up outlook.
