The full context: In Mass Effect 1, Reggie wanted to focus on Liara while also apparently going for Ashley as well. At the inevitable confrontation, Reggie picked "Both", leading to Ashley walking off and Liara being "happy" she was "chosen". Ashley was never heard from again. In Mass Effect 2, with Woolie at the helm switching to FemShep, Liara was in ME1 history, but passed over for Garrus. Reggie made it clear he would have gone for Tali were he in control as his male character. In Mass Effect 3, returning to Reggie, the history is Liara in 1, Tali in 2. Reggie basically flirts with EVERYONE in ME3, including reassuring Liara early on that she's his girl. Then Steve walks in and Reggie stumbles his way into Steve's full relationship progression all the way to confirmation. And that leads us to here where now he's going after Diana (but is locked out regardless). Did I miss anything?
I don't think he's locked out of the reporter route, in fact I don't even think it's possible to be locked out of the reporter route, because she isn't treated so much like a route as she is a side piece/one night stand you can hit up with no consequences. If memory serves, there's two or three interviews you can do with the reporter in your room (this is the first, I believe) and she mildly flirts after turning off her camera in each one, but only the last interview actually lets you hook up with her. It's then never mentioned or impacts anything ever again, unless you were already dating Liara, because she's the Shadow Broker and will dump you if you go for it with the reporter.
The only other time I can remember this laugh coming out was the Parasite Eve playthrough with Pat where a notification for some anime fighter pops up and they both explode.

I was gonna say that Reggie and Woolie were the angel and the devil on Red Shephard's shoulders, but, with the way the conversation unfolded it's more like they were the voices in the head of the Disco Elysium protagonist trying to convince him to do some absurd bullshit. It's just that in this case Woolie is one of the Psyche skills and Reggie is one of the Physique ones.
