The guy in the hat sometimes did, or served sideways also. But no one cares because service rules are never enforced any more. I don’t understand why have such detailed service rules if they are never enforced.
At 0-8-1 near court serving, he served way above the waist. good video. after watching, he served every serve above the waist.

Not only high but also barely an upward motion. Service rules are almost never enforced, which is really affecting the game at all levels.
