Some agents purposely put low listing prices just to get offers. Then rejects them just to get a higher price. Games agents play these days unlike years ago when listings are realistic. This just waste everyone’s time and effort.

This is nothing new. Wait until last minute to see how many offers there are. This helps gauge how aggressive your offer should be. Problem is, everyone waits until last minute. Are you not familiar with this Santo? This has been the way for longer than I've been a Realtor. Who is to say whether it's the best approach, but it's common knowledge that this is a common strategy.
Is there not a rule/requirement as to when an offer must be registered following receipt? If not, sounds like there should be for the sake of interested parties.

I think they hold back the offers so after they all come in, they can call the highest offer and tell that agent there are X number of offers that came in the last 15 minutes with theirs. That agent calls their buyers with the bad news and they emotionally raise their offer. Maybe it's a way to get more $.

The buyers' realtors should register their offers by themselves.
They can and many do.
I was told by our realtor in BC that they do not typically register offers i BC and that it is an Ontario thing...
