What he is trying to say without letting the cat out of the bag: they are recalibrating their Stoic coefficient...it used to be that gasoline had a stoic of 14.7 to 1....BUT most gas today has 10% Ethanol that means that the old Stoic is invalid the new Stoic is 14.01 to1 with 91 Oct. And 10% Ethanol...they "jet" richer!
