I just want to warn the potential visitors as a native Croatian windsurfer: Watch out for Bura! It can be extremely dangerous especially at locations near the Velebit mountain. Bura can start suddenly and reach speeds well over 100km/h. Record speed was above 300km/h. Always check the weather forecast! Such high winds are almost always predicted up to 3 days in advance. The other thing to watch out for are local Thunderstorms and Gust-fronts that form during summer, locally called "Nevera". I'm not 100% sure about Istria but winds are more consistent at the south. So if you have limited time it is a better bet to go to southern locations like Viganj. Enjoy your time on the water :D

NOT go east of Zlatni Rat. Wind gets less powerful once you pass Zlatni Rat from the westside. I prefer a small spot (not for beginners) slightly west of it called Camp Aloa. You have to start from a small platform but the kite- and surfschool will assist you. It‘s less crowded but a spot worth visiting. There is a kiteteacher and you can rent all sorts of equipment there. But: There is hardly any „flat“ water. When the thermal wind picks up at around 2pm you will have waves! I hope this helps. BTW: I have never been there, but Viganj is also supposed to be one of the best spots.

Maybe durring the COVID-19 in the last 2 years it was allowed. But I'm not sure.
Zlatni Rat / Bol is a great Spot. In summer season launching is prohibited on the Zlatni Rat beach but there is also an artificial starting area some meters away run by a kite school. Wind is very steady and constant in the Hvar channel
Wir waren im Juni in Nin und es war ganz nett und dann sind wir zum Neretva Delta gefahren und da war es echt geil. Haben dort auch für eine Nacht mit dem Womo am Spot ohne Probleme gestanden.
I haven't been to many various places to kitesurf, but Bol is insane as you are thinking about waves. Flat water also is there, but waves. When I was there waves were enormous (according to me). I haven't seen waves 1,5m high anywhere else. And this is only 100m from flat water :)

Wir waren 3x in Nin. Jeweils 14 Tage. Im Schnitt gab es max 1 Tag/Woche mit kitebaren Wind. 2 Tage mit unter 10 Knoten. Also zum Kiten ist die Ecke nix. Da fahr ich lieber an die Ostsee 😉
I love Neretva the mist but Bol might be better for kids. I never visited this spot but linked a description in the first comment under the video. Nin might be cool aswell but the wind is not as consistent...

Yes Bol is a very nice place but the pebble beach is forbidden during summer, kiters starts from a a floating platform or from a boat, not so nice so
Bol is not cool. Totally jam packed tourist deistination with no space for kiting in summer
