The government literally let Arlong out of prison when Jinbe became a Warlord. The entire crew automatically gets the same protection as the Warlord does, remember? It's why the rest of the Sun Pirates were able to live peacefully in Fishman Island while Jinbe held his title. They don't have to get rid of their crew.
Doflamingo's crew is actually very loyal. They really do whatever they can for their captain. To be honest, few big time pirate crews in OP have loyalty issues. Most defectors were severely mistreated by their captains before they give up and leave. There are exceptions, of course... Blackbeard broke the iron law, as Whitebeard pointed out. Even Shanks making a personal visit couldn't change WB's mind about trying to punish his stupid "son".
Doflamingo maybe is one of the strongest Warlord (but not one of strongest character), but no way he's the best villain, that title belong to Crocodile.
He is not the strongest for sure and I liked crocodile 🐊 but doflamingo is a richer character because we got his backstory too. Maybe 🤔 oda in the future will go deeper on crocodile story and will become the best but now without a doubt doflamingo is the best character 🙂
