With the welcome Amiibo update, you can technically put villager houses wherever you want. I put custom designs all over my town and left spaces open for villagers. Then I moved them in the spots using Amiibo and “plot resetting”. (Mischa Crossing has a great tutorial for plot resetting on RUclips!)
I wish i had that amibo card reader for my 3ds or got a new 3ds. Also, I'm surprised that someone said new horizons is better than new leaf. So many people talk about how amazing new leaf is and i feel like I'm playing it in hard mode. I lost all my perfect pears (managed to get them back) someone moved away without me knowing, bees seam to be harder to catch.
I actually just started doing this in my new horizons town, the only thing is I am not using amibos which is going to make this challenging once I get many of them.
