I think you were extremely lucky with the tiles given to you. I once got to 1 tile left to fill, and didn’t have 10 t-cash to buy 5 more moves… Still stuck for 2 or 3 days now…

I figured it out:
The starting bomb starts out on grass
The goal is to spread the grass from that initial tile
Unlock and the bomb in the middle and activate it as soon as possible
The bomb will land on a tile and turn it into grass
You now have to spread the grass from this new grass tile
So match 3 tiles connected to the grass and it will spread the grass
Any bombs you select on grass tiles will shoot grass tiles onto the board
Good luck
tl,dr: you can only make new grass from tiles connected to existing grass
