My yasuo rushed sorc shoes first to run back to lane and feed faster to hit his 10 death power spike earlier thanks to this trick, very useful trick, highly recommend

This isn't a toplane thing. Mids have done this forever too. It's just a clickbait short trying to act like this is some new tech when a boots 2 rush in certain situations has been done for ages.
I had some dummy ask me why I got plated steelcaps first in aram against jinx, cait, samira, janna and morde. I was playing rammus. It's like people don't understand how damn good armor boots are. lol I get it, rammus does great with thornmail, but that's not nearly as important as movement speed and 12% mitigation.
This only works for the mid lane. Side lanes you won't make it in time (if you are annie, or a champ with 1 or no dash ability. Of course if you use ghost you'd make it)
It works on annie because she doesnt use mana, doesnt struggle with clear. She doesnt need ap or mana to clear waves and the pen from boots is enough combat value. For most champs this is not worth
Tier 2 boots will only decrease the time you go back to lane by like 3 seconds. In reality Annie just has a really high base damage and therefore you deal more damage in the early game going mr pen Boots than buying 40 ap
Just remember, the cannon go up up in gold, so the 1st and 2nd cannons are the most worthless cannons in the game and can easily be missed if you back after a level 2 all in.
You are not buying sorcs to get to lane faster, socrs actually give you bigger dmg output since enemy base MR is ultimately low u shred it by half and deal like 30% more dmg instead of additional 5 damage per ability

I think it's a bad to do this. The correct answer is clear wave and let the wave crash mid, Tristana will never tower dive Annie and i assume it's obvious why she won't.
keep ur eyes on faker next time he runs spell book. he often swaps out to ghost to then use that to get back to lane around the 6 min mark in a losing lane. guys a genius
