This new format feels weird without Man Utd, Tottenham, Chelsea (who are in the Conference League) , Porto (who are better than Benfica and Sporting in Europe), Ajax, Galatasaray, Sevilla, Marseille, etc.

At the 1st step you should've eliminated Dortmund instead of Salsburg 'cause it's the additional 5th place for Germany. Meanwhile 2nd place Austrian Bundesliga would be able to qualify via playoffs of the old format.
Bologna is more ok as Atalanta won the UEL for Italy and its kinda fair though 5th place Bologna also would be in UEL this season
