As soon as Riven spoke people understood she was Noxian. About Lucian, he's been traveling across Runterra for years, i'm willing to buy him being multiangual, i'm not sure about Olaf though. Maybe he was traveling to fight anything to die the way he wanted and he learnt a little bit of every language..? Bilgewater does not have a culture on it's own and there are a lots of merchants there. So maybe people of Bilgewater are multilangual...? I don't know. A writer of Taliyah said that she was good with Modern Noxian, Yasuo taught her some Ionian and she could talk Modern and old Shuriman very well. So yeah, there are languages in Runterra. They are just... not brought up in every story... which causes plot holes, actually. It makes sense to some characters to be multilangual though. (Like Ryze, Zilean, or Lucian) (It's ironic how i'm trying to discuss language in fantasy while i can barely form a coherent sentence in English.)

Easy solution to the language barrier: every region has their own dialect that is specific to them but there is also a well known common tongue from before the rune wars, not as good at conveying information as more specific regional languages. For instance in the Freljord they would need more words and phrases around snow, much like the Inuit in our own world so they developed new methods of speech that fit their region better and as the winters claw has no reason to go south or speak the language the common tongue slowly faded from their vocabulary.
Its because since they dont make demacia = good white and blue vs noxus bad black and red anymore, the new rival of demacia needs to be powerfull (sry bad english)

For the languages, there could be some sort of "Common" language. Much like in DnD each race (humans aside) have their own language, they all share a common language that basically everyone can speak. It could be that Vrynna and her people don't know while Thorva knows it, either because she has knowledge or maybe because when Sylas took her powers he shared his language with her? It's just a theory I made in like... three minutes so, take it with a grain of salt.

It is interesting to see that petricide keeps the properties of the magic when absorbed. Does this mean that if you absorb fire magic you an only draw fire magic from the stone? petricide doesn't actually break down the magic back into pure energy but its more like a magic scroll that can store spells you put on it for later use?
The theory of multiple lenguages in Runeterra its a possible fact, rebember that the Void champs were called in Antique Shuriman Lenguage and Neeko translates some of his quotes from their Oovi'kat lenguage. But with the Neeko example, possibly the champons speak more than one lenguage.

Does this mean that if you absorb fire magic you an only draw fire magic from the stone? petricide doesn't actually break down the magic back into pure energy but its more like a magic scroll that can store spells you put on it for later use?
