No my dear for me Chang'e has the best effect, best voice line kinda her and the portrait still her her skill looks like more aspirant theme not like ruby and Lesley and fanny and Layla skin who just have random colors for me Chang'e has the effect design that the other heroes doesn't have.
After watching this I think some of the aspirants like layla and fanny should’ve rework the effects. They were ated and feel like left behind by ruby, angela, change and lesley fx tbh.

I have to say they've grown on me. Even the Layla is fun to use. The next event skins are really impressive tho, they really look incredible... chang'e chain machine guns and Lesley's artillery gun are 😮. I really wanted Ruby last event but ended up getting Angela, the SAME damn day that I got her annual starlight skin....such a waste. But I got Ruby Lady Zombie in the next event so MT made it even 👍
All of the aspirants skins are good. But i like layla aspirant more❤ and this is my dream skin❤️ hoping one day i will have it ❤(i know my grammar is so good🥹)

Extra : I suggest using a recall effect that suits that hero (just a suggestion)
for each hero that has a recall animation? then pairing it with a recall effects that's suits the hero.. I will try adding this to my to do list.
