Hmm .. I'm not the best to teach but ..
How do I create my arrangements: Choose a song, try to learn its chords first. Then, based on the chords, learn the melody and the bass individually (I'm not good at theory, so I'm talking "my way") and then mix both.
About Street Fighter songs, I think Ryu's Theme is the easiest. Start with Am, F, G and C. During the song also use Dm and E. And that's it! I hope I helped (Sorry, I'm terrible at theory hahahahaha I play by ear).
And... Practice, practice and more practice. More you play, better you will play. Greetings from Brazil! (Y)

The 1st day I did learn someone told to start with About a girl by Nirvana because it has only 2 chords (Em - G) in the 1st part and it worked great ^^
