I do agree that the poor in New York are worst off than the poor in Mississippi. The only different is that the Black Youth in New York city have much more opportunities to get in trouble.

Because most black Americans (descendants of USA chattel slavery) in Mississippi own majority of the land in Mississippi/the south

It is vitally important be in the majority in at least one American state. One majority black state will be able to create policy that serves the interests and the needs of the black community since the majority of white states have historically refused to invest and financially support minority communities and specifically the Black community have been shut out from state and federal funding for generations.

The answer for oppressed people is what the answer has always been for oppressed people. It’s either…
Exodus or Armed struggle. Irish, Jewish, Indigenous, Cubans etc.
Black Americans have chosen neither armed struggle nor exodus, and that’s why Black people continue to find themselves at the bottom of the economic ladder and at the top of the mortality/imprisonment ladders.

According to the 10th Amendment the 50 States have Reserved and Shared Powers with the Federal Government. The 50 States are Sovereign and Independent Government Entities with their own State Constitutions.
