You can either confront them directly in an assertive and kind manner, or write a heartfelt prayer, asking that, for the good of all, the noise may cease, and send love out to the universe.❤
@Sunlineish I tried talking to them a few times. The leasing office sent them a couple 'courtesy' letters regarding after hour noise levels. So what do they do, they turn it up even louder starting at 10pm! They just don't care. And now I'm that crazy neighbor lady! My lease is up in August!

Life = Cause & Effect Life began with pure CAUSE evidently. With the first photon it engaged in handling motion.
