My assumption was that the E-wings we saw were prototypes and it hasn't been fully put into production. Lothal is known for its fighter production facilities, so it would make sense that they got the contract to begin making them. Naturally, the first couple units produced would be utilized by the Lothal defense forces. That would explain why we didn't see any outside Lothal, and would suggest they may become more ubiquitous in future stories

Given how Lothal played a big role in Rebels it would make sense to have Lothal be of strategic importance later down the line. Maybe the E-Wings are currently regional self-defense fighters that’s still under development. It was likely worked into the season 1 budget so they have the model for later seasons or other projects. When doing a budget for a series, you tend to move money around to do stuff like that. They didn't need the E-Wing for this episode, but they had the budget in this episode to do it, so they now have the model and later can use it in as many future episodes as they like without the initial cost of having the model created from scratch.
They did this a lot in the Babylon-5 series too. You would get new ship models trickling into the series over a few seasons and then they had all the models for a massive battle late in season 3 that would have cost an arm, a leg and likely someone's head to try and pay for in one episode's budget, let alone get all the CAD work done for them in time.

Look at the F-15, the newest version looks similar to the original, but is light years ahead in only 50 years. The time span in Star Wars is less than 50 years, so the older fighters are easily in play, and the E-wing is the latest and greatest wonder fighter, like the F-35. Hope to see more of them.

The New Republic is no Empire and is not likely throwing its money at churning out a whole new navy in a couple of years. Newer generation x-wings matched or beat e-wings in performance and had more lasers. Outside of special cases, using multiple torpedoes to take out a mere starfighter was considered wasteful. Besides bringing a few extra torpedoes, the e-wing is outclassed by an updated x-wing. So it served as more of an updated hardware and software platform which would result in upgraded new gen x-wings eventually.

They're ambushed by an IR Gunship and several fighters, but the E-Wings are able to drive them off. The prisionship captain orders half the escorts to pursue and capture. After they split off and go into hyperspace, a Star Destroyer pops in, destroying the remaining escorts, disabling the prisonship and tractors it in. Then you can pay homage to the opening of ANH and R1, having the 2 dark Jedi cutting through the door and dispatching the defenders.

Though if you want more firepower, put a laser cannon on the upper edge/corners so they'd be passing to either side of the astromech. Mount them far enough back and they wouldn't interfere with cockpit canopies or ingress/egress.

You are correct, these CGI assets cost a lot to create to the extreme detail that we saw, and they will be re-used to recover cost. But then there is the B-Wing that got little reuse, the Pirate ship in Mando Season Three, and there are others. The point is, enjoy it when you see it, don't trust that it may be reused again.

Lothal is specifically known for it's production of fighters, that was its value to the Empire.
It's possible FreiTek Inc contracted with Lothal manufacturers after the GCW and Lothal may just be one of those places that produce E-Wings now with the result that even their local civil patrol has them.

What can we even do about Star Wars at this point. It’s just like the rest of the world. Everyone talks about change but when it comes down to it we all watch and consume and leave disappointed in some aspect. I really liked Ashoka up until the last couple episodes. Why do we keep dealing with all these disappointing decisions.

Agreed! That design looked great on the Swordfish Interceptor in Cowboy Bebop. Also, a belly cannon would be easier to access and maintain. Or even stick the cannon in the fuselage, like the real life Warthog or the P-39 Airacobra.
