Before I knew this I was very confused after I logged in... I was asking myself like "Are there no challenges, no tasks to complete to earn the 4th grogmanay tankard?" But you just get it like that... well I guess more time to do something else!

I stopped caring about this Tankard after year 2. It's just a notch that people can barely see. I would have preferred if they added embellishments to the tankard instead. For example, year 2 could fill in the tankard images to make them stand out. Or frosted rim for year 3. Year 4 could be glowing grog (like OOS tankard). Etc. I think that would be more enticing to encourage people to want to keep upgrading this tankard. Sorry, but 1 more notch just won't do it.
If you completed it before they added that last costume you need to complete it again. The costume was added a bit after the Tall Tales originally came out.

I have a question about the first tall tale. If you open it to commendations, you can unlock the chef costume, is this a bug?
