As someone who works with computers a lot. Read the agreement. Not the entire thing. But find keypoints and read through them. Most agreements have a kind of chapter like layout. Say you read the privacy policy. You might find sections inside the policy. Such as: Collected information, Third Parties, Use of information, etc. Look for the keypoints that could affect your safety.

If they wanted to at least partially contain it, they'd hand off the duty of searching for new keywords amongst each other and the rest would sift through checking using search terms instead of actually reading the whole thing and passing them off to other researchers for up to 3 checks to make sure the agreement is good.

I think that this SCP probably wouldn't be happy to learn that there has been a precedent set that End User License Agreements can be invalidated if they take action to make the language deliberately confusing or otherwise make it unfairly difficult or impossible to understand what you are consenting to. Likewise, legal Agreements that mandate arbitration with certain parties be handled within those parties can also be considered unlawful and thus invalid. Aka, the same reason that this doesn’t work on D-Class personnel, is the same reason it may eventually be considered completely invalid from the go.
It was already stated it doesn't take effect if you are unable to understand the EULA, whether it be you don't know the language, or are simply incapable of comprehending the clauses.

D-Class agreed under duress, and as of such, may have been safe simply because the Foundation forced them. The fact the Foundation didn’t realize that says a lot.
I sure would hope that the legal system in this story would grant blanket amnesty of "not guilty by reason of insanity" to anyone who commits crimes including murder while affected by SCP 2221. Would be pretty damned unfair otherwise.

My guess as to why D-class remained unaffected is because they could have legally argued that they signed said contract while under duress.
