Yes but there are some government establishments that do not have automatic right to be filmed/photographed (for security reasons) but should display a notice to that effect in a prominent place.
That is not true. Thankfully their notices do not trump our human and photography rights The only government buildings that can't be photographed are not viewable without going into restricted areas on their land. You can however take photos from a drone unless they are in a FRZ. You can take drone photos if viewable from outside a FRZ. Ever the most sensitive government buildings like GCHQ and the MI6 building on the embankment can be photographed but you will get questioned if you take too big an interest. I've taken multiple photos of MI6 from both sides of the Thames without even being approached. The right to photograph from public places is absolute and those rights come from the Magna Carta. Not the photography part obviously because that was signed 600 years before photography was invented. There is no public highway that bans a person from using a dash camera and most of these government buildings are on the sides of these roads. You can install 100000 cameras all around a vehicle and stop outside these buildings and nobody can tell you to stop filming. Thankfully this is the UK and not North Korea where all non state photography is banned. The NAPC (now NPCC) has instructed all police constables to leave photographers alone whenever possible when they are acting within the law, stating that they rely heavily on our media for evidence. They've been instructed to not arrest photographers purely for taking photos of videos. Of course the rozzers will try to get around that with made up garbage like section 5 public order, breech of the peace, harassment, alarm and distress, and various sections of counter terrorism law. Usually second 43 and 50 but they often come unstuck. I'm looking forward to my first illegal detainment and arrest under one of the terrorism laws so I can get myself a shiny new Sony camera with the payout.
