I'd mildly argue that the Labyrinth zone in Sonic 1 is way worse than Sonic 2's Chemical Plant Zone. For a start you have 3 Labyrinth levels compared to Chemical's 2 levels. Those damn spikes that come out of the walls. I recall a section after a checkpoint where the water level rises and you need to escape it by jumping on a block which raises up only once, and if you fall you can not get back up and drown, and if you respawn after death you will have nano seconds to jump back on the block or you will drown again. Also it has those enemies that are just a round head that throws 4 or 5 barbs at you. Plus you don't have the good speed attack like in Sonic 2 to get through things faster.
Also, the block part in Chemical Plant zone is a piece of cake once you have played through the game a few times. I still fall for Labyrinth Zone's brutal traps to this day. The water section in Chemical Plant only lasts for around 20 seconds when you know how to make your way up the blocks. The majority of Labyrinth zone takes place in the water, which qualifies it as the worst of the worst for me.

I always loved the Water Temple in Ocarina of Time and never felt the other annoyances other people did. They were great in, for example, Banzo-Kazooie as well. And who can forget Aquatic Ambience in Donkey Kong?? Many water levels are great.
The problem with the OoT Water Temple is that people forget to get to grab the small key in the middle room. Once the water/platform is raised, it opens a path to the key below. If you forget to grab that key before you leave the room, you have to cycle through again which is what sucks.
It sucks: it's too easy to miss essential keys relative to the pain caused for having missed them. But I do think that it's a bit overblown when it appears on "worst of" lists, unless it's a highly specific list like this one.
Aside from raising/lowering the water levels and other mentioned difficulties in the OoT Water Temple, the real issue for me was the immense amount of menuing required to equip/unequip the iron boots. Was grateful when they made it an item in Twilight Princess for faster use.

I've hated water levels since the original Quake. The only game where I liked diving was Morrowind, but there you had Water Breathing so you didn't need to worry about drowning.
There was a Water dungeon in Mega Man Legends 2 that was the most tiresome and long experience I have ever had in a game. Your character controls incredibly slow, and it feels like it takes forever when they land from a jump. The game was great until that point as well.
You should've replaced the background music of the video with Labyrinth Zone's terrifying drowning music for dramatic effect! Still haunts me to this day after all those years...

The Earthworm Jim water levels were infuriating. It starts off ok, but by the end you basically can't make a mistake or you won't make it to the next checkpoint in time
I think that’s a valid, but unpopular opinion. I agree with you. I never really felt like it was too hard, just tedious. Craps all over the pacing. You have to wait for water levels to change. If you f up, it’s a pain to correct it.
Another addition could've been any water portion from Indiana Jones and the Infernal Machine. Also, even though my first playthrough was as an adult, I beat the water temple in under 3 hours, no guide.
Kedge Keep in Everquest never gets mentioned in bad water levels because it's an MMO and the level was so poorly designed nobody went there unless absolutely necessary for quests. First you need an item that lets you breathe underwater unless you want to run out of mana constantly recasting a spell every time you get debuffed, which happens a lot. Second damage spells didn't ignore the z axis meaning some one could aggro the better part of the dungeon with one misfire hitting creatures in rooms above or below them.
I enjoyed the water temple but I would also add the great bay temple from majorias mask due to its confusing layout and you having to constantly switch the flow of the water
The Ninja Turtles dam level was AWESOME! I don't understand why people hate it so much? It's really not even that hard. The time limit is anxiety inducing, sure; but that what makes it FUN! Also, the water temple in Ocarina of Time is great as well! SUPER challenging, but such a cool level! I think the escort mission in Jabu-Jabu's belly was far worse. Maybe I'm alone in this. I still think that claiming it is game ruining would be (ahem) *"wronk."*

The tedium with the boots is still there, but when it's only a dozen times and not a dozen dozen times, its not so bad. It's a level I HATED the first time I played the game, but one I like more on every playthrough. Now it's amazingly my favourite temple.
So the TMNT, Sonic, Tomb Raider, and (I mean, of course) Legend of Zelda levels are so synonymous with people's hatred of water levels, I called all 4 of them before I clicked on this video. The only one I guessed the right spot for was the Zelda level, tho, because... again, of course.

They definitely should have made the swimming mechanic better though, and allowed you to use a sword under water. It's not my favorite temple in the game, but I certainly don't hate it. I have found over the years that I am in the minority on this.

Yeah, it was much worse than Chemical Plant. You can avoid the water in the plant but Lanyrinth forces it on you the entire time save for one or two moments of rest.
I know I shouldn't comment until I've watched all the way through, however I'm far too eager to tell you that Lud's gate in Tomb Raider 3 is not only one of my most detested levels in the core series, but also one of the worst water levels out there imo. And don't give me all that "you should play it on PC" crap. In its PS form, it's so difficult.
I feel like complaints towards the water temple stem from inability to use spatial reasoning, & yes the boot switch is a nuisance, but it’s otherwise a well developed dungeon

The World is not Enough on the N64 had a first person underwater level where you had to navigate a sinking submarine and it wasn't great.
