It's probably because most people ride scooters on provisional licences, which limits engine size to 125cc and below. Anything bigger than 125cc requires the rider to pass a test.
In germany you need the A1 license (or B196 if you drive a car) to drive 125cc (15kW) bike. Anything above needs the A2 license which also allows you to drive up to 35kW bikes which can be around 600cc. It's 125cc so you won't need the next bigger license.
