My trick for this one is, after your defenses are built for your base, get the oil platform + three destroyers and a battleship or two. There is one ocean tile where a battleship can hit the dragon roost. Station the battleship there, retreating if it gets attacked by dragon and kill the dragon with the destroyers. Then keep pounding the roost with the battleship. They will divert their peasants to the roost repair and soon be unable to build more dragons. This will cripple their economy and you won't have to worry about dragons for the rest of the level.

I was considering such a thing. You need a bit of oil to get past their limited sea defense. Need at least one thing to spot the turtles
